Does the Federal Reserve “print money”? Yes and no

When it comes to printing money, there are usually two camps. One side says that the Federal Reserve prints money, but the other side says that the Federal Reserve says does not print money. I think they’re both not totally incorrect. I want to synthesize these positions.
